Management of the WfP facilities is by private operators and community based organisations with support from the local governments.
Some existing facilities like dams are used for both domestic and livestock watering where there is water stress especially in the Cattle Corridor (CC). These facilities obtain water from either nearby streams and rivers or runoff and are depended on for water supply during both the wet and the dry season. New facilities are often designed as multi-purpose facilities providing water for livestock, irrigation and fisheries as well as domestic use where feasibleThe mission statement for the sub-sector is the development and provision of water supply of reliable quantity and quality for multipurpose uses, thereby increasing the overall crop, livestock, wildlife and fish production especially in the semi-arid and drought prone zones. This includes the infrastructure planning and development of multi-purpose bulk water facilities.
