Background
The first two phases of the South Western Towns Water and Sanitation Project were implemented with the support of the Austrian Government in the districts of Kabale, Kisoro, Kanungu, Rukungiri, Ntungamo, Mbarara, Bushenyi, Ibanda, Isingiro and Kiruhura with a total budget of 9.35 million Euros. The third phase of the project running from 2006 to 2011 is supported by the Austrian Government with European Union with a total financing of 17.5 million Eoros covering the Seventeen (17) districts of Kisoro, Kabale, Kanungu, Rukungiri, Ntungamo, Mbarara, Bushenyi, Ibanda, Isingiro, Kiruhura, Kyenjojo, Kaseese, Kabarole, Kamwenge, Rakai, Sembabule, and Lyantonde. It will be implemented as a Water and Sanitation Development Facility (WSDF) created as Component Five (5) under the Joint Partnership Fund (JPF) established by the Ministry of Water and Environment (MWE) and Participant Donors through the JPF-MOU.
Objectives
- To assist people living in the RGCs of South Western Uganda access clean, safe, and adequate water that is manageable, adaptable, and affordable.
- To introduce and promote ecosan toilets, and improve general sanitation standards.
- To establish management structures that will ensure sustainability of constructed systems.
- To conserve the environment through use of appropriate technologies of water and sanitation interventions.
- To improve the economic status of people.
- To ensure that the gender issues are addressed in the implementation and management of water and sanitation systems.
Expected outputs
The project will involve construction of improved piped water supplies in atleast 75 small towns and rural growth centres in the seventeen districts including construction of improved sanitation facilities be implemented between July 2006 to June 2011, and will be aimed at providing water supply systems and improving the sanitation status in the Seventeen (17) districts of Kisoro, Kabale, Kanungu, Rukungiri, Ntungamo, Mbarara, Bushenyi, Ibanda, Isingiro, Kiruhura, Kyenjojo, Kaseese, Kabarole, Kamwenge, Rakai, Sembabule, and Lyantonde.
Performance Indicators
- 100% Completion of the RGCs of Kitwe, Nyakagyeme, Rwentobo, Kitagata, Katerera, Kyabugimbi, Rugaaga, Bikurungu, and Rushere.
- Two (2) masons trained in ecosan design, construction and usage in each of the RGCs of Kitagata, Katerera, and Kyabugimbi. Rushere, Rugaaga, Bikurungu, Omungyenyi, Kagarama, Nyakyeera, Butare, Kanyabwanga, Kanungu, Kabira, and Mutara.
- Fully Constructed ecosan demonstration toilets on household level in the RGCs of Rwentobo (3), Nyakagyeme (7), Kitagata (7), Katerera (7), Bikurungu (7), Rugaaga (7), and Rushere (2).
Technical description
The project consists of construction and capacity building in the water and sanitation sector in particular for Rural Growth Centres (RGCs), Small Towns (STs) and Large Gravity Flow Fed Schemes (LGFSs), and supplementing the funding through Conditional Grants to Districts. The Facility will be implemented between July 2006 to June 2011, and will be aimed at providing water supply systems and improving the sanitation status in 75 small towns and rural growth centres in seventeen (17) districts.
Financing
The project is fully funded by the Governments of Uganda, Austria and European Union Water Facility under the Joint Partnership Fund (JPF) within the MTEF ceiling of the sector.

Achievements
- 96 advocacy meeting were held in all the 17 districts at the district and Sub County Levels.
- 10 Radio Spots were aired on Radio West, Radio Buddu, and Voice of Kigezi.
- 38 MoUs were signed (17 with districts and 21 Sub Counties)
- Approximately 380 applications from all the 17 districts were received, verified, and evaluated.
- 21 RGCs were identified and approved to benefit.
- Procurement of Consultants to carry out mobilization and design activities in 25 RGCs done.
- Communities from 30 RGCs were mobilized to form WSC and trained to participate in the water and sanitation activities.
- A Contractor will be procured to carry out construction works in Bwanga/Kiyenje
- 9 RGC water supply schemes will be constructed and completed by contractors in Rwentobo, Kitwe, Nyakagyeme, Kitagata, Bikurungu, Kyabugimbi, Katerera, Rugaaga, and Rushere.
- 6 Public Ecosan toilets will be constructed in Kitagata, Bikurungu, Kyabugimbi, Katerera, Rugaaga, and Rushere.
- 8 schemes of Kabwohe, Ishongororo, Katete, Rwerere, Kitwe, Nyakagyeme. Rwentobo and Bwizibwera under went test running of which 4 (Ishongororo, Katete, Rwerere, and Kabwohe) wer made functional with developed operation and maintenance manuals, functional water and sanitation boards, and operated by private operators.
- 28 masons were trained on ecosan basics and construction techniques. Two masons each RGC will be drawn from Kitagata, Katerera, Kyabugimbi. Rushere, Rugaaga, Bikurungu, Omungyenyi, Kagarama, Nyakyeera, Butare, Kanyabwanga, Kanungu, Kabira, and Mutara.
- 40 demonstration household ecosan toilets were constructed by the trained masons in Rwentobo (3), Nyakagyeme (7), Kitagata (7), Katerera (7), Bikurungu (7), Rugaaga (7), and Rushere (2).
- 40 Community trainings were undertaken in 15 RGCs.Communities were trained on sanitation related issues through drama shows, radio, workshops for community leaders, sanitation surveys, and house to house visits.
Planned outputs
- Completion of Construction works in the Rural growth centres of Kitwe, Nyakagyeme, Rwentobo, Kitagata, Katerera, Kyabugimbi, Rugaaga, Bikurungu, and Rushere.
- Implementation works in the small towns of Kanungu, Kabira, Mutara, Bwanga/Kiyenje, Omungyenyi, Kagarama, Nyakyeera, Kanyabwanga, and Butare started.
- Commencement of planning for implementation in the towns of Rwamabondo, Ibanda, Kilembe, Matete, Kibiito, Isingiro Town Council, Hima, Bwera, Kyegegwa, Kasensero, Rwimi, Kazo, Rubindi, Gasiiza, Natete, Kagashe/Nyakibaale, Kikagati, Rwenshaka, Rubona, Kakuuto and Kiruhuta Town Council
