Water and Sanitation Development Facility – East
Location: Small Towns and Rural Growth Centers in North- East districts including Amuria, Kotido, Kaabong, Abim, Moroto, Katakwi, Soroti, Kaberamaido, Kumi, Bukedea, Pallisa, Bukwo, Kapchorwa and Nakapiripirit; Other small towns and Rural growth centres in the larger Eastern region.

Background
The Water and Sanitation Development Facility – East (WSDF-E) is established as a service delivery and funding mechanism to focus on provision of water supply and sanitation to small towns and rural growth centres in the North East and Eastern region. The facility is a replication of the WSDF-South West aimed at maximizing benefits of effective demand responsive approaches. The WSDF-E also incorporates planned/uncompleted activities from the North Eastern Towns Water and Sanitation Project (NETWSP) addressing water supply and sanitation for eight towns in the North East including Kotido, Kaabong, Abim, Moroto, Namalu, Suam, Kumi and Ngora; whose Feasibility Study and Preliminary Designs were funded from a BADEA grant in July 2007. Subsequent interventions towards provision of water supply and sanitation in the North East and Eastern Regions region are to be implemented through the Water and Sanitation Development Facility – East (WSDF-E).
Objectives
The main objectives of this project are:

To improve the socio-economic situation and the opportunities for people living in Small Towns/Rural Growth Centres targeted

To improve general health conditions through the reduction of water borne diseases in the targeted Small Towns/Rural Growth Centres

Empower communities in the targeted Small Towns/Rural Growth Centres and enable them to participate in national development

To contribute to environmental protection through resources protection and the use of appropriate technologies in water and sanitation interventions

To ensure that the gender issue is addressed in such a way that women are empowered and both sexes are involved as decision makers.

Technical Description
The project will involve feasibility studies, engineering designs and construction of water supply infrastructure systems and basic sanitation facilities of all other Small Towns and Rural Growth Centers in the Districts of Amuria, Kotido, Kaabong, Abim, Moroto, Katakwi, Soroti, Kaberamaido, Kumi, Bukedea, Bukwo, Kapchorwa and Nakapiripirit. Other in the Eastern region will include Busoga, Bugweri, Samia, Bunyole, Buhedi and Bugisu districts.
The project will also involve training towards community participation and support for improved water and sanitation services as well as hygiene and sanitation promotion, and public health education
A major component will include eight towns in the North East under funding request and appraisal consideration by the Arab Bank for Economic Development in Africa (BADEA). This will entail detailed engineering designs and construction of water supply infrastructure systems and basic sanitation facilities in the towns of Kotido, Kaabong, Abim, Moroto, Kumi, Ngora, Namalu and Suam.
On-going undertakings started during NETWSP-I, including Amuria town water supply and sanitation which is co-funded with support of WaterAid will be supported through the WSDF-E to completion.
Intermediary undertakings to provide limited support to restoration, emergency rehabilitation and expansion of water supply systems including construction of mini-schemes will also be executed under the WSDF-E. These shall include for the start support to; rehabilitation of Moroto Municipality Water supply, expansion of Bukedea water supply, Mini water scheme for Kaabong, expansion and argumentation of Nakiperimolu water scheme and others such as extension of Kangole water scheme to Morulinga.
Project Financing
The WSDF-E will provide a platform to attract funding from various sources to implement the programme. The eight towns in the North East are earmarked to be co-financed by the Government of Uganda (GoU) and BADEA. WATERAID will co-finance completion of construction of Amuria town water supply.
