Water Resources Planning and Regulation

The purpose of the Water Resources Planning and Regulation Department is:
To ensure that policies and legislation for sound water use planning and regulation are developed and implemented.

 

The Department is made up of 2 Divisions:

  1. Water Use Planning and Allocation Division, which comprises 3 Sections:
    1. Water Use Plans
    2. Reservoir Regulation, including dam safety, and
    3. Permits Administration; and

  2. Compliance and Enforcement Division, comprising 2 Sections:
    1. Compliance and Enforcement, including evaluation of Environmental Impact Assessments (EIAs), and
    2. Water Policy Committee (WPC).  The WPC was established under the Water Act (1995) and Water Resources Regulations (1998) of Uganda.  It is to assist and advise the Minister of Water and Environment and to promote inter-Ministerial and inter-sectoral coordination over a wide range of water resources management and development issues and activities.  The Directorate, under the Water Resources Planning and Regulation Department, provides secretariat services for the WPC.

In addition the Department is leading the work of the Directorate in implementing catchment-based water resources management through establishment of 4 Water Management Zones (WMZs) throughout the country, including facilitating the establishment of Catchment Management Organisations (CMOs) where necessary and feasible.
