Joint Water & Environment Sector Support Programme

The Government of Uganda (GoU) and its Development Partners (DPs) are currently developing a new 5-year Joint Water and Environment Sector Support Programme (JWESSP 2013-2018), which will succeed the present Joint Water and Sanitation Sector Programme Support 2008-2013. Both process documents and final Programme Documents will be uploaded here.

This Concept Paper outlines a 5-year Joint Water and Environment Sector Support Programme (JWESSP) the Government of Uganda and Development Partners plan to implement from July 2013 to June 2018. Launched in April 2011, the JWESSP preparation process is being spearheaded by a joint Programme Preparation Committee (PPC) that reports to the Water and Environment Sector Working Group (WESWG)

The Government of Uganda (GoU) and its Development Partners (DPs) are currently implementing a 5-year Joint Water and Sanitation Sector Programme Support (JWSSPS, 2008-2013) that will end by June 2013. Preparations for the successor programme has already began and the attached Inception Report outlines the contents and process in preparing a Joint Water and Environment Sector Support Programme  for the period 2013 to 2018.

The Government of Uganda (GoU) and its Development Partners (DPs) are preparing a Joint Water and Environmental Sector Support Programme (JWESSP) for the period 2013-2018. As part of the preparation process, a Joint Appraisal Team (JAT), comprising representatives from the DPs, Danida and ADA, together with a technical support team from Grontmij a/s, carried out an appraisal of the programme from 11th September to 5th October 2012. A Draft Appraisal Report was produced as an output of this appraisal which has been amended as appropriate based on comments received from the Water and Environment Sector Working Group (WESWG) to formulate this Final Appraisal Report.

The Programme-to-Date report covers the physical and financial performance of the JWESSP for the Financial Years (FY) 2013/14, 2014/15 and the first two quarters of FY 2015/16 as well as an outlook for the remaining two and a half financial years 2015/16 (quarter three and four) to 2017/18 under the programme. It reports against the Five Year Strategic Planning Framework 2014-2018 and serves as a basis for the programme mid-term review in April 2016.

The Government of Uganda (GoU), represented by the Ministry of Water and Environment (MWE), and the water and environment sector Development Partners (DPs) intend to implement a Joint Water and Environment Sector Support Programme (JWESSP) from July 2013 to June 2018. The programme is a successor to the on-going Joint Water and Sanitation Sector Programme Support (JWSSPS) which ends by June 2013. In line with the mandate of MWE and the merging of the sectors the new JWESSP will also incorporate support to the environment and natural resources (ENR) sub-sector.

The proposed JWESSP will be an integral part of the national sector framework, as the core instrument for joint support in the context of a Sector-Wide Approach (SWAp) for the Water and Environment Sector. During the last decade substantial DP support to the Water and Sanitation (WSS) sub-sector contributed to the development of a sound policy, strategic planning/budgeting, implementation and monitoring framework including the implementation of a series of sector reforms. The necessary harmonised mechanisms for coordination, financial management, performance review, joint decision making and technical support are essentially in place and have been refined continuously, with gradual alignment to government systems to the extent possible.It is expected that the ENR sub-sector, which has had much less DP support in the past, will benefit from these achievements.

The attached document is the final Programme Document after it was updated/revised based recommendations of the joint Appraisal Team and the Programme Preparatory Committee. It is expected that the key stakeholders will sign the financial agreements by May or June 2013 for the programme to start by July 2013.
