Sector Performance Reports

The Ministry of Water and Environment prepares Annual Sector Performance Reports (SPR) presenting the progress of the water and environment sectors for the preceding financial year. The SPR is issued end of September of the particular year before the annual sector reviews which take place by the middle of October Month.

This is the fourth annual performance report for the Ugandan Water and Sanitation sector. It presents a detailed analysis of the status and performance of the sector in FY 2005/6. It has been produced by the Ministry of Water and Environment with major inputs from the Environmental Health Division, Ministry of Gender, Labour and Social Development, the Ministry of Education and Sports and the Uganda Water and Sanitation NGO Network (UWASNET).

This is the fifth Water and Sanitation Sector Performance Report (SPR) for Ugandan Water and sanitation Sector. The 2007 SPR provides a comprehensive overview of the sector for the financial year 2006/7 and analyses sector performance, draws together data and analysis with respect to urban and rural water supply and sanitation, water for production and water resources management. The report also gives several examples of best practices thus providing the reader with insights into some of the exiting innovations that are being undertaken by communities, local Governments and NGOs in the Ugandan water and sanitation sector.

This, the Sixth Water and Sanitation Sector Performance Report (SPR) 2008 provides the latest information and shows trends on progress with respect to the provision of water and sanitation services. In 2007/8 the sector made significant progress in the improvement of sanitation facilities. In addition, the importance of handwashing with soap is increasingly being given the recognition that it deserves. However, improvements to rural people’s access to improved water supplies are barely keeping up with population growth. The SPR 2008 clearly highlights the degradation of our water resources as a result of inadequate compliance to water resources regulations.

It examines performance of the 2008/9 Financial Year, summarizes the progress made and sets out clear opportunities for further improvements.

The Ministry of Water and Environment has prepared its Second Water and Environment Sector Performance Report for the FY 2009/10. This is a comprehensive report that gives a broad overview of status of the Water and Environment sector in Uganda and the progress made by Government to address the challenges related to sustainable natural resources management as well as the efficient provision and delivery of services. This year’s report is distinct and critical because it builds and seeks to consolidate the work and achievements of the preceding year while taking vital guidance from the National Development Plan (NDP). It is also anchored on data and analysis with respect to the access, functionality and equity of improved water supplies and sanitation, hygiene, per capita investment cost, water quality, water storage, gender and community management. It has captured essential information on Uganda’s Environment and Natural Resource base and efforts to ensure the continued provision of ecosystem services for the country.

Prepared by the Uganda Water and Sanitation NGO Network (UWASNET), the NGOs in the Ugandan Water and Sanitation Sector Performance Report presents a detailed account of the civil society organisations (CSOs) contribution to the Ugandan Water and Sanitation Sector. The report contributes to the sector monitoring framework in addition to promoting accountability and transparency among CSOs and is based on data submitted by CSOs in response to a data collection tool. As in the previous years, CSO reporting has been aligned with the Government of Uganda Financial Year. This report re ects on the period July 2015 to June 2016 based on data received from 112 of the 200 active CSOs (56%).

The major sector achievements include the expansion of the management of water and sanitation services by the National Water & Sewerage Corporation (NWSC) from 66 to 110 towns by the end of June 2015. One major outcome of this expansion has been the significant increase in the number of new water connections (by new users) thereby increasing access to the safe water services, and also improvement in the overall sustainability of water services in these towns. As of June 2015, the population with access to safe water in the urban areas was 73%, whereas that in the rural areas increased to 65%. The national household latrine coverage improved from 74.6% to 77%.


The sustainability of water services in the small towns (outside the NWSC towns) has also improved to 92% (from the 89% which was reported last year). The improvement is largely due to back-up support for operations and maintenance which is being provided by regionally based Umbrella Organizations.
