Welcome to the Water Resource Planning and Regulation Department. We are responsible for guiding the sustainable allocation, protection and regulation of Uganda’s water resources. Through strategic planning, policy development and enforcement of compliance, we ensure equitable access while safeguarding ecological integrity. Our work supports national development, water security and climate resilience. We value collaboration with stakeholders in shaping a well-governed and sustainable water sector.

Function

The functions of the department are:

  • Planning for use and allocation of water resources among the various water users at national and local levels,
  • Assessing applications and issuance of water permits for groundwater abstraction, surface water abstraction, waste water discharge, borehole drilling, hydraulic works construction, easement certificates, dam safety, and regulation of hydrogeologists.
  • Regulating dams and other water reservoirs to optimize use of water resources and ensure their safety
  • Maintaining lakes, rivers and other water reservoirs through desilting, removal of blockages and water weeds, and enforcing protection zones to enhance their water storage capacity, benefits and services.
  • Supporting the Water Policy Committee in coordinating water use among various water users including resolution of conflicts related to water use
  • Coordinating regular review and update of Water Policies, Laws, Regulations, Standards and guidelines related to water resources
  • Enforcing compliance to the water Act and water permit conditions for water abstraction, waste water discharge, borehole drilling, hydraulic works construction, dam safety, and hydrogeologists certificates.
  • Assessing environmental impacts related to water resources development projects and providing feedback to the National Environment Management Authority.
  • Promoting stakeholders driven and coordinated planning, development and management of water and related resources following a catchment.
  • Protecting and restoring water catchments and water related ecosystems, including mountains, forests, wetlands, rivers, aquifers and lakes.

Mandate

Ensure that policies for sound water use planning, allocation and regulation, and water conservation are continuously developed and implemented.

About

Recently, the Ministry launched the Mpanga Catchment Conservation Project to strengthen ecosystem resilience and ensure sustainable water availability in the region. With water resources identified as vital to Uganda’s development, the department supports key sectors such as agriculture, livestock, fisheries, aquaculture, hydropower, industry, navigation, mining, oil production, and tourism. It spearheads initiatives like the National Water Resources Strategy and the Water Security Action and Investment Plan for the Greater Kampala Metropolitan Area to ensure water security and equitable access across regions.

The department is also responsible for overseeing and regulating activities through clear procedures and guidelines, including issuing water abstraction, wastewater discharge, and construction permits, as well as maintaining transparency through published fees and charges. In addition, it enforces compliance by licensing borehole drilling companies, ensuring that all operators hold valid annual drilling permits before commencing activities.

This holistic approach to planning and regulation is vital for maintaining water quality, enhancing access, and promoting sustainable utilization of Uganda’s water resources.
