UGANDA WATER AND ENVIRONMENT WEEK (UWEWK) 2026 PROGRAM

The Stakeholder Engagement Plan (SEP) was developed for IFPA-CD at the start of project implementation in 2021 in a process that included stakeholder consultations and full disclosure. In view of the restructuring undertaken for the project in October 2025, the SEP had been updated.

This Client Service Charter is a social contract between the Ministry of Water and Environment (MWE), as a service provider and its clients/service users. It specifies standards for the delivery, which MWE believes its clients/service users have a right to expect, and sets out feedback and complaint handling mechanisms.

The Government of Uganda (GoU) represented by the Ministry of Water and Environment has received financing in the amount of US$ 6.3m equivalent from the United Nations Multi-Partner Trust Fund (UNMPTF) through the Islamic Development Bank toward the cost of the Systematic Observations Financing Facility (SOFF) project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project will include the components listed below, which will be procured under Limited International Bidding (LIB), National Competitive Bidding (NCB) and National Shopping (NS), Fixed Budget Selection (FBS/NS) and Least Cost Selection (LCS/NS) methods. This Strategic Plan guides the Ministry over the five-year period, defining priorities, strategies and targets aligned with the national development agenda and the NDP IV tenfold growth strategy. It provides a clear framework for all water and environment interventions, ensuring they support national objectives in socio-economic development, poverty reduction and sustainable resource management.

Delivery Standards (SDS) for the Ministry of Water and Environment are intended to improve the quality-of-service delivery by making citizens aware of the wide range of Public Services and the standards of delivery of these services in terms of accessibility, cost if any, time of delivery and coverage among others.
